Everyone,

I'm not quite sure what we want to do in terms of required attributes 
and I don't have a few of the URL's for things, but here's a first 
draft at the first federated guidelines document for a no-assurance 
federation.  It's obviously much less detailed than the antiquated 
draft Club Shib guidelines on the front page of 
shibboleth.internet2.edu.
