OK, I took a spin on this (I believe based on the version in CVS as of a
few hours ago), and came up with:

FWIW.  Many little changes throughout, I think all correct, some is just
my opinion.  I tried to split the policies out into separate chunks.

One question:  we're intending to have a sample origin too, right?
