Got 'em running.  My origin and target interop, my origin works with wayf
sample.jsp, my target gets authz-failure with shibdev origin (using
"affiliation member" in .htaccess).

Most annoying thing is still having, as far as I can tell, to re-install
tomcat in order to update the shib origin.  Otherwise only the usual bumps
(endorsed, getting arp set, etc).

Elapsed time from beginning (arbitrarily set as coming up with the
"Shibboleth" name, which near as I can tell was Dec 24, 1999):  1268 days.
