origin.properties isn't an XML file, and if it was, I have no idea how
XInclude works or what supports it (my guess is almost
nothing yet).
The point of not using the property value was to permit a site to scope
different attributes however it saw fit, basically. It's
only needed with affiliation because the LDAP attribute doesn't have a
right-hand side.
