I rewrote shibboleth.ini on my target to put stuff into a shared location
and didn't notice that I had to change the filename for metadata.XML for
both shire and shar, so left the shire one unchanged.  Apache+shire ran
for quite a while I guess, but filled shire.log with megabytes of:

Dunno what the right behavior should be, can it operate without sites.xml?
If not it should probably not permit httpd to start up, yes?
