Yes, that's pretty much where I'm at. It's certainly available in the running 
system in some places, I'm just not in favor of
threading it all over the APIs at this early stage to solve a simple site 
naming clash problem.

I am too, but the code at this stage will work equally well with either 
approach, so however this is best managed is a non-technical
issue. I'm inclined to start this process with the move to the 1.0 sites file 
for the InCommon pilot federation.
