My guess is the tomcat setting that lets remote user through isn't set.
In any case, the problem is that remote user isn't being set by
pubcookie.

This is a bug in the handle service. It's generating the onLoad handler
for the form, but then the form doesn't get created because of the
error. Minor issue.
