I do not think that we have either priorities or protect enabled :

[root@nanperfs01 ~]# grep -inr priorit /etc/yum*
/etc/yum.repos.d/epel-testing.repo:5:failovermethod=priority
/etc/yum.repos.d/epel-testing.repo:14:failovermethod=priority
/etc/yum.repos.d/epel-testing.repo:23:failovermethod=priority
/etc/yum.repos.d/epel.repo:5:failovermethod=priority
/etc/yum.repos.d/epel.repo:14:failovermethod=priority
/etc/yum.repos.d/epel.repo:23:failovermethod=priority

[root@nanperfs01 ~]# grep -inr protect /etc/yum*
/etc/yum.repos.d/perfSONAR.repo:7:protect = 0

What are the versions of your jq and oniguruma packages ?
(yum info jq and yum info oniguruma)
