perfSONAR User Q&A and Other Discussion

Hi and thanks for this as I ran into it as well.
After the upgrade, postgres 9.5 was running and preventing 10 from starting.
Having resolved that, I seem to have a second issue after the 4.3.0 upgrade,
wondering if it's related.
Still not overly well versed with perfsonar operation,  so appreciate any
insight.
