Hmm, I do first install the testpoint bundle, but then add these three bundles as part of the kickstart file used for each end point:
yum install -y perfsonar-testpoint perfsonar-toolkit-ntp perfsonar-toolkit-security perfsonar-toolkit-servicewatcher perfsonar-toolkit-systemenv-testpoint

Running this on each system gives the same output:
# rpm -qa | grep servicewatcher
perfsonar-toolkit-servicewatcher-4.2.4-1.el7.noarch

I specifically added the bundle to the Maddash server, where it has the same symptoms.

The problem with the .config files not being in the suggested location at all and lack of cron jobs started me down this rabbit hole:
/etc/perfsonar/{servicewatcher.conf, servicewatcher-logger.conf}

Any further throughts?

Did you install the the toolkit bundle? That is the only bundle with the service watcher. If you installed testpoint or similar then you will not have service watcher.
