If you are trying to run tests in both directions you will probably
need 443 and possibly other incoming ports for that to work.

You can try to check pscheduler logs for errors now or try running some
simple tests from the command line to see what happens there:

$ pscheduler task rtt --dest nettest.lbl.gov
$ pscheduler task latency --dest nettest.lbl.gov
$ pscheduler task throughput --dest nettest.lbl.gov
