Thank you.  It seems the operation is not supported by this driver:

  # ethtool -C enp8s0f0 rx-frames 1
  Cannot set device coalesce parameters: Unknown error 524 = ENOTSUPP /* 
Operation is not supported */

so we'll need to find a workaround for this.
