Yes, we can try to reduce the number of dependencies to pscheduler-server.  I 
have opened a ticket for us to work on that: 
https://github.com/perfsonar/pscheduler/issues/450

The reason behind needing gnuplot is documented at 
http://docs.perfsonar.net/pscheduler_client_schedule.html

Maybe this plotting feature would be better in a package different than 
pscheduler-server.
