I've been working with the ODroid C2, which seems a far more capable box than the Pi 3. As it can iperf in both directions at 1GB and supports eMMC storage so it boots in no time.

Managed to get PS4 Beta to run on the C2 with Ubuntu, also it loads cleanly when running the Armbian build rather than the Ubuntu build but I needed some of the packages and kernel build that is in the Ubuntu image rather than the Armbian image. Specifically so I can support the 3.5" LCD Shield that you can get as an extra with the C2.
The bits I would go for are:

http://www.hardkernel.com/main/products/prdt_info.php
http://www.hardkernel.com/main/products/prdt_info.php?g_code=G141637559827 (the Power cable is useful to keep the MicroUSB free)
http://www.hardkernel.com/main/products/prdt_info.php?g_code=G145622510341 (Storage)
http://www.hardkernel.com/main/products/prdt_info.php?g_code=G143730080763 (Case)

That's all sub $100USD depending on how large you want the eMMC to be. I am personally quite impressed with the hardware but YMMV.

We've played around with the NetBeez sensors here.  They are reasonably
decent and a pretty good organization to work with if you don't mind
paying a recurring fee for the "dashboard" and lack of complete control
over the internals. It might at least meet your "deployed quickly and
easily" requirement, but perhaps not as low cost as you'd get if you
did it yourself.
