I was having the same problem, and was working with Aaron Brown this afternoon. He fixed the problem, and he mentioned that it should "go up to the repo today".

It appears generate_configuration uses *.pm files from
  /opt/perfsonar_ps/mesh_config/lib/perfSONAR_PS/NPToolkit/Services
which does not have YumCron.pm. If I copy
  /opt/perfsonar_ps/toolkit/lib/perfSONAR_PS/NPToolkit/Services/YumCron.pm
to this directory, I can load MeshConfig successfully.

I also have a question about Maddash. If I use
      maUrl:
          default: "http://%row/esmond/perfsonar/archive"
I can get the status for the grid, but what should I use for graphURL?
The original
        http://ndt-sfu.westgrid.ca/serviceTest/delayGraph.cgi...
displays
        Unable to find matching MA key for provided parameters
