I should have provided this to begin with. Sorry for hitting send before the coffee got to work.

For those that don't know, there's a project for ntp located at http://ntp.org and there's a list of servers that one can use, also on that website at http://support.ntp.org/bin/view/Servers/StratumTwoTimeServers?redirectedfrom=Servers.StratumTwo

You'll also find a "Rules of Engagement" or usage guidelines located here:
http://support.ntp.org/bin/view/Servers/RulesOfEngagement

My suggestion of providing service to the community is based on the Server Pool Project:
http://www.pool.ntp.org/en/
which I had used for a long time and had, for a while, and contributed to. (In a limited basis.)
