Indeed, IMO both approaches have drawbacks. WRT effort, I'd say that the
WebAdmin developer could then focus on other functionalities like the
usability of the UI.

If self test is developed by the same developer of the service, then self
test coverage (are all conditions correctly tested?) should probably be
audited by the testing team.
