One issue that I would like to understand more about is how this information
might be used. I believe it would be a mistake to require a management system
to know about all the detailed information like this from every service in order
to manage it. On the other hand, I think it would be very useful if a
service could accurately report if it was working correctly, and if not working,
identify the component with problems.

The idea is similar to the echo message. You send an extended echo, which triggers the web-service to perform internal checks. The response message contains a check fail or success + a list of test.status (fail/success).

A management system (e.g. Nagios) would send request maybe every 4 hours and would trigger an alarm if the global check answer is a fail. The user of the management system could check the list of internal checks (bwctld.sucess; bwctlLimit.success; etc).
