The idea is similar to the echo message. You send an extended echo, 
which triggers the web-service to perform internal checks. The response 
message contains a check fail or success + a list of test.status 
(fail/success).

A management system (e.g. Nagios) would send request maybe every 4 hours 
and would trigger an alarm if the global check answer is a fail. The 
user of the management system could check the list of internal checks 
(bwctld.sucess; bwctlLimit.success; etc).
