You can not assume that the service address will be static (port can change, host name can change). If there is LS running then the address can be fetched from it (for example "give me all addresses of MDM services"). At least there can be a list on the wiki with running services and you will know what to request using a client tool.

The name "perfSONAR-RRD-MA-2.2" is given during the installation. It might be the default, but it is not obligatory to use it. It could be "my-really-cool-rrd-ma-installation" as well, with no other consequences.
There is a point though, that production services should not mention version number, so as to have consistency through upgrades. Maybe change the default installation URL?
