Hoping that I understood your statements correctly, I think it depends on what the users are looking for. As a user, you would probably be happy with graphs showing the way utilisation has changed (?). However, there are certainly other users who want to know the actual value and how saturated the links are.

perfSONAR UI needs to cater for both and in order to do that the string indicating bits, bytes (or anything else) needs to have a definite set of values and they have to be accurately used by data providers.
