I found the problem. There are wrong class/package names in your 
configuration files.

Take a look at:

1) conf/components.properties.template

 package names are different in new svn structure for base stuff 
(compare with my 
https://svn.perfsonar.net/svn/perfsonar/branches/new-structure/trunk/geant2_java-rrd-ma/conf/components.properties.template)

2) conf/axis-1.4/WEB-INF/web.xml

 StartupInitializer has also changed its package name
