I've asked a related question just last month.  A summary:

  Cogent: Does not support ROV, no plans to implement it
  Internet2: Does not support ROV, looking at it.
  HE.net: Does not support ROV, no plans to implement it.
  SCnet: Does not support ROV, looking at it.
