To follow-up on Jason's reply.
The NDT server uses kernel data to analyze the client's behavior. This kernel data comes by way of the web100 project, a set of kernel patches and userland library that exposes multiple TCP kernel variables. To run a NDT daemon process, you must deploy a Linux server with a web100 patched kernel. There are no special requirements for the client.
As noted you can grab the source code package and follow the install directions to stand up a server. If you don't feel comfortable building a new Linux kernel, you can use the ISO toolkit - which is a bootable CD with the patched kernel, the library and several tools pre-installed.
