I thought that the 'make' process created the dir, so I have created it 
myself and it only copies over tcpbw100.html, and it does not create the 
directory as stated in the install process

The base web page 'tcpbw100.html' has now been created.  You
must move this file into the ndt_DATA directory [/usr/local/ndt]
created during the 'make' process.
