ndt-users list created

My directory structure /usr/local/ndt is not being created thus giving 
me the error: -

The base web page 'tcpbw100.html' has now been created.  You
must move this file into the ndt_DATA directory [/usr/local/ndt]
created during the 'make' process.

Enter location [/usr/local/ndt]  :
Unable to write into directory /usr/local/ndt, check permissions

my permissions on usr/local is
8 drwxr-xr-x   14 root root  4096 Oct 18 17:02 local

Where am I going wrong with this install?
