I believe it should be possible to implement the protocol with the HTML5 WebSocket api. At this moment however it would work only on newer browsers, and as far as I am aware some of them turn this feature off by default due to security holes.

non-trivial since it's not an HTTP-based protocol. I think the HTML 5

Second question - is the HTML-5 frontend in a working state? From what I
tested, it would seem it's not fully operational. After choosing to begin
tests, I would get to a test screen, but nothing would happen afterwards. I
also had to restart the browser to get to that point again(applet issue?). I
tested both on Chrome and Firefox.

Third question - looking at the code it seems that javascript actually uses
the applet underneath for running tests. Are there plans to move the core
testing functionality to javascript, so that it can run on its own without a
java applet?
