Refreshing my memory a bit, it's actually libcurl's global_init method that's 
generally relied on by xmltooling to handle getting openssl started up. I 
suspect xml-security does also, but don't know the timing or ordering 
interaction on that.

I know that libcurl calls the methods to load all the algorithms there.
