Then you're still implementing it improperly. You're putting the signature
in the wrong place. If you have to choose the place to put it, your toolkit
is too low level to be of much assistance in getting this right.
You may need to pick up some XML schema knowledge so you can understand the
structures because in SAML the schema itself is the normative structural
spec.
