I would add that there are tools that can be used to verify signatures and
they should be used before even bothering to ask a question about whether
something generated is incorrect.

Worst case, there's a samlsign utility in the C++ package that can verify
any SAML objects. If that fails, there's a bug somewhere. If not, the bug's
not in our code.
