My advice would be to ask on saml-dev. I don't think you'll get an answer
there either, though.
To be honest, with SAML 2.0 out, SAML 1.1 just doesn't really matter much
any more, and Liberty is probably ahead of the game in doing SAML 2.0
conformance testing.
Ping's status as a competitor in the SAML space kind of killed their attempt
to be a conformance vehicle for SAML 2.0 in OASIS. I haven't heard of any
new attempts to revive that discussion there.
