Two reasons come to mind. One is that regardless of whether this is sensible
or not, it's not defined by the spec, so it's a convention like any other
and may well not interoperate.

The other might not apply, but one would have to actually see if this is
acceptable to the parsers. Xerces-C can't even handle xml:lang when a schema
includes it, so let's just say I don't assume anything anymore.

If it works widely, it seems like the most obvious thing to do, enough that
I should probably propose it for 2.0.
