I think this is an important topic and one that needs a forum for the exchange of experiences and information.
Here is an approach that has been adopted in Kansas with public libraries - Kan-ed and the State Library sponsor and support a service for public libraries to assist in addressing the expectations of CIPA compliance in libraries. http://skyways.lib.ks.us/KSL/libtech/kanguard/
You are raising the question about collaborative technologies which clearly takes us all a step beyond the solutions that are available currently. What if we work with State Library organizations to convene/support a forum for broadening involvement in this discussion? Or, is there a more specific approach with policy makers that you have in mind? Developing a white paper that presents a common understanding of the challenges and offers options for working together to develop adequate solutions might be another way for us to proceed.

It is becoming increasingly clear in North Carolina that we are lacking guidance on clearly interpreting CIPA, as it applies to collaborative technologies and digital media. Is anyone aware of any documents providing guidance to CIPA on a national level that can be practically applied? If not, this may be an interesting opportunity for the group to pursue at a national level. I'd be interested in hearing if folks in other states are feeling that CIPA vagaries are introducing obstacles to technology deployments.
