i tried from a rolm - siemens telephone to 6516*296 and for some reason it
repeated the first 6 a couple of times and the second 6 a number of times. i
also tried from a polycom ip500 connected to a pingtel sip server and it
worked perfectly.

Wanting to do some ISN testing from a cell, I set up a PSTN number
that forwards to ISN. I cannot make any guarantees on how long it
will remain up, but if anyone else needs to do any similar testing,
please feel free to try out:
+1 712 432 7935
You'll be prompted for the ISN number, followed by #. After entering
the number and # it will repeat the number back to you, to the NAPTR
lookup and then connect to the first (ordered) E2U+sip URL returned.
The box it's on is good for a few simultaneous calls, but not too
many.
