Hey, on a rotary dial phone the "0" _means_ ten :-) . And "1" & "2"
could be for eleven & twelve digit ITADs if we ever get that far.
That adds confusion and reduces usability... but by the time we get to
20-digit numbers there isn't much usability left anyway.

I think that 2^32 is a bit much - 4-something billion. I think once we're in the seven digit range, we're probably looking at the top of the scale given the number of organizations/humans that are support-able on the planet. (I won't go for the bait of "what about other planets?" thread; that's a rathole that was flooded on NANOG many years ago with IPV8 net-kook discussions. ;-)
