This problem has been resolved, and new v1.3.0 UI and QS tarballs are 
now linked from the Grouper wiki. The new tarballs are named 
grouper-[ui|qs]-1.3.0a.tgz, ie, there's an "a" at the end of the version 
number to distinguish them from the original, flawed, tarballs. But it's 
still release v1.3.0, and the grouper-ui package tagged in cvs as 
GROUPER_UI_1_3_0 received the fix.

With this release, Grouper requires ant v1.6.3 or later to compile 
correctly. The fix was to slightly modify the build.xml file, used by 
ant to compile the UI, to reflect a change in ant's operation from 
v1.6.2 to v1.6.3.
