There is apparently another twist to this issue.  When I create a new
COU and the "Automatic Mode" is enabled for the grouper plugin that
new COU is provisioned to grouper correctly.  A stem folder is created
named after the COU and three groups provisioned into it for members,
admin, etc.

When I create a new COU with the plugin set to "Manual Mode" and then
later attempt to provision the COU either through "Reprovision All" or
through "Provisioned Services" for a single group then there is an
error provisioning to grouper.  The COU/Groups are not provisioned but
the Comanage ui says they are.   In error.log are messages like this:
2017-08-15 14:36:47 Error: GrouperProvisioner unable to provision group :
2017-08-15 14:36:47 Error: GrouperProvisioner reprovision of group : failed

When I manually re-provision a COU group that was created when the
plugin was in automatic mode then no error is logged and presumably
COmanage correctly re-provisions it to grouper (or finds it correct
and does nothing, I don't know).

So apparently it is something missing when the plugin is not in
automatic mode.  We are somewhat in testing mode so I can drop my
existing COU and start over to get things provisioned correctly but I
imagine this is still not correct behaviour.
