It occurs to me there will be a potential conflict with CO-154 here. I 
don't think we need to do anything about that now, other than record it 
in JIRA for future reference. Ultimately, the admin menu items should be 
configurable by the admin via a parallel (but separate) MVC interface. 
(I suppose if it's not too much effort, it might make sense to try to do 
that now.)

What name did you choose for the model?

As a reminder, the data model, list of all tables, and ERD (all in the 
wiki) will need to be updated.
