I've set up the MVC for adding per-CO links to the top.  This system has the standard interface of the other models; here's a screencap of the bar and the per-co index page:



As of right now, the admin can set in default links that will show up on all pages by editing the file links.ctp.  The rest are tacked on after that, ordered by the link order field on the edit page.  The menus have also been updated to add a link to the link admin page for each CO.
