Statewide SS7 outages

Here's an interesting article on a statewide SS7 outage, that says 
something about reliability and disaster recovery in the PSTN.  One of 
the first PSTN state-wide outages that I've seen get this kind of 
press.  I'm sure it's just coincidental that it happened during election 
day.
