Thanks to everyone for the helpful information.  I think this
summarizes what everybody is running.

Cisco thinks this is our problem.

And has recommended that we upgrade to 12.2(11)T5 or later.  We've
upgraded to
 IOS (tm) C2600 Software (C2600-J1S3-M), Version 12.2(15)T11, RELEASE 
SOFTWARE (fc2)
and that seems to have fixed the problem.  This image only requires
64M of RAM on the 2600 - which is max' on our box.
