The fee is for joining the IMTC (and isn't that bad for educational 
institutes I believe). Not necessarily for the Activity Group (but see 
below).

The work on UMMAP started in may 2003 after an IMTC meeting in Geneva 
where Chaim Fried from Glowpoint wanted to bring together specialist 
that had worked on dialplans for their VoIP and VC networks. We (Tyler 
and I) were invited to become part of that to talk about ViDeNet/GDS. 
The group then tried to discover more parties working on dialplans. 
That's how Dave (More.net) joined.
As far as I know the involvement of people is voluntary and based on 
their expertise in setting up and maintaining dialplans whether that is 
in a commercial setting or educationa/research setting (e.g. we're also 
talking ENUM and you know how far deployment of that is... :-)
I don't see why people from the WG-VoIP group that worked on dialplans 
or can voice real user requirements can't join the activity group.
But since I haven't been at much meetings after the summer I included 
Tyler on the cc:-line. Maybe he can add something on the group's 
membership policy.
