I agree with you on the cost recovery side.  Our voice services partially 
fund the data side.  However, the notion that departments will run their 
own VoIP services much like they run web servers sounds pretty scarey.  So 
we'll have the equivalent of 50 (or whatever your department n is) baby 
bells out there on campus all doing theirown thing?  Or am I misunderstanding?
