What was missing is the -f /etc/ser/ser.cfg parameter. Without it SER 
looks in
/usr/local/etc/ser for ser.cfg. On PALS this file is the generic config. 
Our config
resides in the former directory. Issue a ps-ax command on PALS and you'll
see how the ser process was started.
