I've added the support to ser needed for supporting manual location 
override.  The portal and sipc will need to be updated.  Hmm.  I guess 
one more update to ser and sipc would not need one, if I had ser only 
send the info for the highest priority contact. 

Here's how it works.  Setting location manually from the portal 
registers a new contact (username @ user's IP / portal) with priority 
0.7 with the specified location expiration time.  The portal should only 
show the info for the highest priority contact.  Same for sipc, I 
believe.  Default priority of a publish message is 0.5, so automatic 
location information will be overriden by manual setting.

I'm heading home now.  I probably won't have time to work on the portal 
until Sunday.
