I fixed a bug in the presence agent and the registrar this morning, and 
I think I've squashed the problem of stale contacts accumulating in the 
presence agent and on the portal.

I also fixed the query that the portal was performing so that it shows 
offline participants as well as online participants.  Our definition of 
participant was a subscriber who had registered.  The current 
implementation is a subscriber who registered or who is on the contact 
list of a participant.  If we think that is a problem I do have a hook 
where I can keep track of whether the person ever registered.
