It's already in sipc's latest version
http://www.cs.columbia.edu/~xiaotaow/tmp1824/setup.exe
(for some reason, the Linux version has some problem on location
retrieving on Jamey's machine, I'm looking into it)

If you registered, and then go to
http://ser.uits.indiana.edu/loc to update your location, sipc will update
its location information and send NOTIFY to all the subscribers.
