Presence and IntComm WG

Unfortunately, the skiff location sensing system is not working well
enough at this point for us to take it to Indiana.  It sometimes works
well, but it also sometimes returns very scattered position estimates. 
We'd like to leave it set up here so that we can work out these issues. 
We do not have enough skiffs to set it up in more than one place. It is
also still missing some of the software components we would need to
deploy it somewhere else.  We think it will be ready in another couple
of weeks.

I'm planning to arrive on Monday, since I won't have a pile of machines
to set up.
