You're best bet is to work through your Connector to open a ticket up with the Internet2 NOC. We generally want the Connector involved so they are aware of the work and can help troubleshoot local problems, if necessary.

I was able to setup a similar experiment over different VLANs using network infastructure at University of Houston.
