We've got the delegation for 103.0.233.in-addr.arpa here at NU. I don't
recall the process we went through to get it though.

Absolutely. We register the GLOP addresses that are in use on our campus
so that we can keep track of who's using them. For example, the CSPAN
streams that we send out to our multicast peers use 233.0.103.50-52.

In general, if an address is in use on our network, it should be registered
in DNS. Please don't go finding all the exceptions to this rule. :)
