Nortel's Passport 8600 v3.5 code supports IGMPv3 snooping.  I did some
basic testing to see that it works (i.e. doesn't drop multicast
traffic that is wanted), but nothing exhaustive.  We are not using
IGMPv3 in production yet (who is?).
